Unceded Algonquin Anishinaabe Territories [OTTAWA]<\/b>\u00a0\u2013\u00a0Catherine Abreu of Climate Action Network Canada \u2013 R\u00e9seau action climat Canada has issued the following statement on the Federal Government of Canada\u2019s Bill C-12, the Net-Zero Emissions Accountability Act<\/a>:<\/i><\/span><\/p>\n

Today the federal government introduced Canada\u2019s first government-led climate accountability legislation. This is a piece of legislation that Climate Action Network Canada and our members and allies have been working toward for many years and a moment to celebrate in the history of Canada\u2018s action on climate change and the effort to make sure that climate change is no longer treated as a partisan political football in Canada.\u00a0<\/span><\/p>\n

With this bill Canada would enshrine in law a commitment to getting to net-zero emissions by 2050 and embed a role for an expert advisory committee in legislation. This is a big step in the right direction.\u00a0<\/span><\/p>\n

There is however plenty of work to be done as we move through the legislative process to ensure this bill actually holds *current* as well as future governments accountable for our climate commitments so that Canada never breaks another climate promise.\u00a0<\/span><\/p>\n

In particular there\u2019s work to be done ensuring that this bill drives ambition in the near term, rather than simply backloading all of the work on climate change to decades from now. We need to see a strong reference to 2025 climate milestone as well a legislated stronger 2030 goal and a plan to get there.\u00a0<\/span><\/p>\n

This government has committed to delivering a new climate plan to meet a more ambitious Paris pledge within the next 6 months – this should be reflected in a comprehensive new climate law.\u00a0<\/span><\/p>\n

There is a real emphasis in this bill on the minister\u2019s duty to report rather than to achieve our climate commitments and that is another thing we will be working to change through the amendments process.\u00a0<\/span><\/p>\n

It\u2019s good to see a role for an expert advisory committee in the current bill, however that role should be explicitly tied to\u00a0 providing expertise on near term and future 5-year climate milestones, as well as our new 2030 plan, on the pathway to 2050.\u00a0<\/span><\/p>\n

We are committed to working with all parties to make this the robust piece of legislation that Canada needs to break the cycle of setting empty climate goals and failing to deliver on them.<\/span><\/p>\n
