That’s why the credibility of any federal climate change strategy must be measured against its ability to reduce emissions from the tar sands. Unfortunately, the federal government has proposed a climate change strategy that would allow tar sands producers to more than double their total emissions over the next decade. In many ways, the plan appears to be designed to accommodate explosive growth in the tar sands sector.
