0 Ambassador Hornby writes to convey Canada’s position against the legislation which proposes to assign tar sands crude a « carbon intensity value » that corresponds to its actual level of greenhouse gas emissions. Hornby and Canada want tar sands crude to be lumped in with other (conventional) fuel pathways.
