From a Congress perspective the reactions are mixed, in that some, including several former moderates, view the Accord as a success and a step forward from Kyoto, indicating that opposing such Accords would put you in the “questionable company of Sudan and Venezuela”, where others still feel that any climate talks should still be primarily focused around energy independence.
