While Canada’s lobbying efforts were aimed at stopping certain crude oils from being « favoured », this report points out that « If the Commission decides to propose one fixed default value for fossil fuels (extracted from crude oil) as a baseline, there will be no diversification and hence no incentive for producers to use better crudes. »
