While Canada’s lobbying efforts were aimed at stopping certain crude oils from being “favoured”, this report points out that “If the Commission decides to propose one fixed default value for fossil fuels (extracted from crude oil) as a baseline, there will be no diversification and hence no incentive for producers to use better crudes.”
