0 On April 29, 2009, the Canadian Minister of Natural Resources sent a letter to the Governor of California. The Minister’s letter expresses the concern that “crude oil derived from Canada’s oil sands may be discriminated against as a high CI [carbon intensity] crude oil” and recommends instead that “the LCFS regulation should assign all mainstream crude oil fuel pathways the same CI.”
This would render the LCFS completely ineffective. What’s the point of having a system designed to clean up dirty fuels if you don’t put the highest burden on the worst offenders?
