The email that precedes the powerpoint deck mentions that “the audience for the second half of the deck is American audiences.” The email goes on to state “even though it is intended to show how Canada has its act together we should provide notes for DM use that point to areas where governments need to devote greater attention and possibly resources.”
These slides incorporate a number of statistics and facts about Canada and its role as an oil producer.
Slide 5 refers to an “overall outreach / engagement strategy” being developed by DFAIT, NRCan and EC, and says “We are also working to coordinate our efforts with the Alberta Government and the oil sands industry.”
The target of this “outreach” becomes clear on slide 6: “Section 526 in Washington, LCFS in California and elsewhere have involved many of us on oil sands issues.”
