Yesterday's editorial (“The Tory report beats Dion's bill”) gave the government's climate change policy far more credit than it deserves.
As you noted, the government says it will stop the growth in Canada's emissions by 2012. But our detailed analysis uncovered many loopholes and unanswered questions in the government's proposed regulatory framework, forcing us to conclude there is little chance of meeting its 2012 and 2020 emission-reduction targets.
We're not alone. Writing for the C.D. Howe Institute, economist Mark Jaccard concluded that, under the government's current policy, Canada's emissions will remain above current levels indefinitely.
By any measure, that's just not good enough.
